Japan
Starts remain below their mid-2010s level while market rates are materially above the zero-rate era.
United States
Mortgage rates remain elevated and starts have not returned to sustained expansion.
Tokyo implication
National starts are context, not a valuation shortcut. Central-Tokyo supply, asset quality and financing must be assessed separately.
Japan: housing starts and interest rates
Starts softened even during the period of near-zero long-term rates. This is consistent with the importance of demographics, the existing housing stock, construction costs and supply capacity. The chart shows association; it does not isolate causality.
United States: housing starts and mortgage rates
The rise in mortgage rates and the slowdown in housing starts are visible from 2022 onward. Inventory, household income, construction costs and regional conditions also matter, so the relationship should not be read as a single-factor explanation.
What matters for a Tokyo acquisition
- Separate national data from central Tokyo: tight land and construction supply mean weaker national starts do not automatically imply lower prime-Tokyo values.
- Quantify rate sensitivity: test holding period, fixed versus floating debt and leverage in the cash flow.
- Prioritise exit liquidity: assess tenant demand, building management and the future buyer pool—not headline yield alone.
